Collaboration Driving Systems Change
The Stewardship Action Foundation (SAF) convenes a number of issue-specific working groups that bring together experts, policymakers, public agencies, and aligned organizations to advance circular economy policies and solutions. These groups provide a collaborative space for sharing insights, aligning on strategies, and shaping implementation efforts across states and sectors.
Working groups meet monthly and are available to funders contributing $1,000 or more annually (with the exception of the SB 54 Implementation Working Group). Each group is designed to support member engagement, policy development, and regulatory follow-through.

SB 54 Implementation Working Group
Supporting Implementation of California’s Landmark Packaging Law
The SB 54 Implementation Working Group brings together stakeholders committed to ensuring California’s Plastic Pollution Prevention and Packaging Producer Responsibility Act (SB 54) is implemented in line with its negotiated intent.
Members participate in in-depth discussions around draft regulations, key provisions, and policy impacts on their company, community, or organization. The group also provides coordinated tools for engaging with the regulatory process.
What’s included:

NSAC attendance at regulatory hearings and summary reports

Recycling Refund Working Group
Advancing Deposit Return Systems Nationwide
The Recycling Refund Working Group focuses on scaling effective deposit return systems (DRS) across the country. The group includes experts and advocates from states introducing or advancing container redemption legislation, and has played a key role in efforts like Texas HB 2048, which gained strong bipartisan support.

HHW Working Group - Government Jurisdictions Only
Collaborating on EPR for Household Hazardous Waste
This working group supports local governments exploring or advancing Extended Producer Responsibility policies for Household Hazardous Waste (HHW). It offers a platform to exchange best practices, track policy developments, and engage in collective problem-solving.

Illegal Single-Use Printer Cartridges Working Group
Addressing the Impact of Unregulated, Single-Use Imports
This working group addresses the growing threat of illegal single-use printer cartridges entering the U.S. market—often manufactured overseas without proper labeling or environmental safeguards. These products undermine domestic remanufacturing and pose significant environmental and health risks.

National Textile Working Group
Shaping Policy Solutions for a Growing Waste Stream
The Textile Working Group brings together agencies, environmental leaders, and advocates to explore scalable policy and infrastructure solutions to textile waste. Discussions focus on reducing the environmental and public health impacts of the end of life management of textiles including reuse, resale, and recycling.
What’s included:

Monthly meetings in a precompetitive space with updates on legislation and emerging solutions

Boating Equipment Working Group
Solving for Plastic and Hazardous Waste from Recreational Boating
This group focuses on the environmental and public safety risks associated with boating-related waste, including shrink wrap and expired marine flares. Participants work together to shape policy and programmatic solutions to reduce pollution and improve disposal options.

Minimum Participation Rates are Effective September 2025 & good for a full 12 months. These include all membership benefits at the respective membership level, meaning your access to membership benefits will likely increase.

Any renewing member unable to meet the working group rate may continue to enjoy full membership benefits of the National Stewardship Action Council/Stewardship Action Foundation. Only Working Group access will change.
